Mission Statement
The mission of the LELC is to provide a high-quality early childhood program in a safe and nurturing environment that promotes each child’s individual development while being responsive to the needs of families. We strive to foster positive relationships built on honesty, trust, and respect for all.
Philosophy
At LELC, we believe that every child is a unique individual with distinct developmental needs. Our program is designed to support each child’s physical, intellectual, emotional, and social growth through engaging and meaningful experiences.
We encourage the development of a positive self-concept and partner closely with parents to ensure consistency between the child’s experiences at home and at the center.
Every experience a child has in our center—including daily routines such as diapering, meals, and naptime—is considered an important part of the curriculum. Our curriculum encompasses planned activities, the organization of the learning environment, the selection of materials, teacher-child interactions, and ongoing communication between staff and parents.

This philosophy is brought to life by our dedicated staff, who provide a warm, loving atmosphere that supports each child’s emotional, physical, and cognitive development.
Childcare Subsidy Program
The Delaware Tribe of Indians is dedicated to supporting the growth and development of the whole child. We honor the families we serve by providing a warm, family-centered environment that values cultural traditions and fosters strong community connections.
Our commitment to collaboration between parents and providers is reflected in our Childcare Subsidy Program, which helps families access quality childcare.
Eligibility Criteria:
- Must be a Delaware Tribal member or a member of another federally recognized tribe
- Must reside within the Delaware Tribe’s service area
- Must meet established income requirements
- Childcare providers must be contracted with the Delaware Tribe of Indians

Our CommitteeS
Health and Mental Health Services Advisory Committee (HMSAC)
The Health and Mental Health Services Advisory Committee is utilized at LELC as an advisory committee to our health, mental health, and safety policies and procedures in the center. The HMHSAC is comprised of LELC staff, LELC families, and community members who have knowledge of health, mental health, and safety. Those members include, but are not limited to, healthcare workers, therapists, mental health professionals, lactation consultants, nutritionists, and other members who serve children. The HMHSAC meets quarterly to discuss specific programmatic health, mental health, and safety services. Community events/issues are also discussed as to how it impacts our families.
Quarterly meetings are to be determined.
Policy Council
In accordance with Head Start Performance standards 1301.3 the LELC will establish and maintain a Policy Council responsible for the direction of the Head Start program at the agency level, and a policy committee at the delegate level. If an agency delegates operational responsibility for the entire Head Start program to one delegate agency, the policy council and policy committee may be the same body. The Policy Council will follow HSPS 1301.3 (a-e).
